Enabling partial backups for Windows

Hi.

I have both CBT and VSS enabled for a Windows 2008 Server and have multiple copies enabled in the backup policy.

Each time I run a backup however it keeps making a full copy.

I have Linux VMs in the same folder group and they perform partial backups just fine.

Can anyone advise on how to get Windows to complete partial backups ?

Here is what's in the log :

2013-09-23 13:01:58,247 smartmotion/INFO:: Tomato.py:639 Set full copy mode because vm file windows-server-flat.vmdk mtime and size not matched, bootstrapped.

2013-09-23 13:01:58,252 smartmotion/INFO:: Tomato.py:713 Doing full copy for : /export/backup-test/windows-server

The mtime and size of the vmdk file is not matched with what ?

Surely if there have been changes then the mtime and size wouldn't match - and it is the difference we wish to make a partial copy of ?

Any explanation for this behaviour would be appreciated.
